After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Three decades of reform and opening up, the competitiveness of Chinese talent has gone through four major stages of development, this paper analyzed the changes and promotion of talent´s competitiveness from talent rank, talent input, talent output and talent environment four dimensions, and put forward corresponding promotion strategies on this four aspects.
