Abstract
The construction of test basin for enhanced observing of all elements of the hydrological cycle was described.In this test basin water levels, soil moisture, rainfall, evaporation and other elements are observed based on four river channel flow stations, a soil moisture monitoring sites, a small integrated weather station, a set of evaporation observation system and a rainfall observation station equipment. The observational data are collected and transported to the computer via GPRS .The construction of the basin focuses on the verification and research for the basic theory of hydrological cycle ,which can provide an effective physical model for the development of mathematical models.
