Abstract
By comparing the distinct institutional arrangements of two areas within the context of land-dependent local fiscal pattern in China, this paper uses an incentive compatibility mechanism to explain the success experienced in Chengdu and the failure of Zhucheng. And it uncovers the key of Chengdu´s case is the comprehensive participation including concerns for the rural households´ better-off life in the reform in particular.
