Abstract
This paper briefly analyzes the current research on E-government system assessment methods, and suggests that realizing automatic detection is the trend of establishing appraisal index system due to an increasing number of humanized services provided. Based on the performance evaluation of government websites in recent years, the factors that influence the construction level of local government websites are summarized. Then, according to the core assessment index announced by Chinese government and present technology application, an intelligent model based on content mining is proposed to evaluate the performance of government website, which validated by the empirical study of Hubei government website. In the end, this paper explores the current situation and development trend of government websites in China by comparatively analyzing 24 government websites including Hong Kong, Macao, Municipalities and provinces of eastern, central and western area. Thus, some reasonable suggestions are put forward.
