Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.
The presenting author of this paper has the option to appeal this decision by contacting TPII@ieee.org.
The Climate Group recently announced to develop from 15 to 20 low-carbon cities in the next 3 to 5 years in China. The construction of two-oriented society of Wuhan circle should be combined with the construction of low-carbon society. It should seize the favorable strategic opportunities and apply actively to the World Meteorological Organization and the World Wide Fund for Nature for a low-carbon cities pilot. This paper is based on concept of the low-carbon city, giving a brief introduction to the importance of low carbon cities and low-carbon buildings. Then I give a few suggestions about how to construct the two-oriented society of the Wuhan circle on low-carbon society´s low-carbon buildings.
