    Construction industry provides large number of employment and makes significant contribution to nation economy in China. But accidents at work happen almost every day. In addition to cost of human injury and death, the accidents are unduly expensive in terms of damage of property and in completion of project. HSE at the operational level strives to eliminate injuries, adverse health effects and damage to the environment. The HSE management system has already applied in the engineering project overseas widely, but it is still a weak link in the Chinese building industry. This paper based on HSE management system theory, analyzed the status and main problems of China´s construction enterprise security, health and environmental management. And the paper also proposed the countermeasure and basic model to implement effectively HSE management system. Construction enterprise, through sound HSE management, improved the level of project management, achieved the enterprise efficiency, and enhanced the enterprises competitiveness.
