  • Abstract
    Abroad, the natural water cycle and water resources evaluation research the law has been a long time to arrive at a relatively rich source of research results, but in assessing water use efficiency and effectiveness, more focused on certain aspects of the evaluation index of research, This article will evaluate the value of the water cycle proceeding through the water cycle function of the system and cost the two standards, establish the corresponding index system, and in Tianjin, for example, arrive at the value of the key factors affecting the water cycle and put forward corresponding countermeasures.
