Abstract :
In the early 20´s of XX century, Soviet radio factories had outdated equipment, which did not allow establishing the production of radio tubes in large quantities. To solve this problem, a contract with a French company TSF was signed. However, a number of Soviet scientists expressed their doubts concerning appropriateness of the measures taken. To resolve the conflict, several government commissions were created, which confirmed the necessity for such an agreement. Owing to this cooperation the progress in the manufacture of vacuum tubes in the Soviet Union lasted for ten years.
