Abstract :
Rough set theory is an effective theory to deal with incompleteness and uncertainty, while incompleteness and uncertainty in real situation is various due to limited capability and measurements. Aiming at a special incomplete information system having "not" in the attribute values, the essential relationship of attribute values is investigated from two viewpoints of CWA and OWA, and one relation function is presented which can reflect the real situation between objects, and based on this, a novel rough set model is proposed to solve such problem.
