Abstract
To make a further study on the input of enterprises and employees in the human resources development activities, this paper uses the static game model under the full information to study about how enterprises and employees influence each other, share the cost and make the input in the human resources development. The result is that based on different assumption the input can be divided into three Nash equilibriums, that is, three different states, which outlines the different performances of the human resources development in various types of enterprises in China.
