Abstract :
This paper describes the system restoration regulatory, economic, and technical issues that have been addressed by ISO New England. The change in restoration philosophy from a bottom-up to a top-down restoration plan is discussed, including the criteria and steps required for its implementation. The technical evaluation included detailed power flow, dynamic and switching transient simulation studies. Voltage control is the predominant electrical concern for the energization of the EHV lines during restoration.
