Abstract :
The paper analyzes current researches on energy saving and evaluation of energy efficiency as well as the status of their applications. Based on the in-depth analysis and detailed study on energy consumption and energy efficiency, this paper put forward the concept of target energy and the concepts of working energy consumption, early energy consumption and extended energy consumption, expounding their relationship meanwhile; gives definition of working energy efficiency and extended energy efficiency, as well as makes detailed research and mathematical analysis on their physical meaning and essential law. On the basis of those indexes, a new evaluation system for the effect of energy saving measures is established, after which the practical calculation and application of extended energy consumption and extended energy efficiency are expounded, using the example of upgrading the rural power grids. The new evaluation system established in the paper can reflect the overall energy-saving effect more scienctifically and actually, leading to new recognization of energy-saving measures´ factual effect. And it is conducive to promote new ideas and new indexes for more perfect evaluation of energy saving. Also, the new evaluation system has some significance to guiding energy-saving measures and optimizing the effect of energy saving to an extent, conducive to the progress of energy-saving technology and the improvement of energy-saving level.
