After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE\´s Publication Principles.

We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Central China\´s past economic development mode with "High Input, High Consumption, High Emission" has greatly impeded the process of it\´s rising. To break through the bottleneck of resources shortage and the environmental degradation, and rise early, it is necessary for Central China to base on "A Resource-Saving and Environment-Friendly Society" and the principle of sustainable development, to speed up its resources and environmental management innovation. Namely, Central China should make scientific and reasonable policies for resources and environmental development, strengthen environmental protection legislation and judicial construction, increase resources and environmental management regulations, set up the evaluation system focused on green GDP for the local government, as well shape a new concept of resources conservation, environmental protection and ecological consumption, Central China will realize the rise eventually.
