Abstract
The impact of globalization and technological advancement has greatly promoted the adoption of human resource information system among township enterprises in the West China. This paper, based on a three-dimensional model comprising external environmental factors, technological factors as well as organizational factors, examines the roles that HRIS plays in increasing the competitive advantages of township enterprises, and discovers that the top managers´ low perception on the importance of human resource information system, the human resource staff´s lack of technological capabilities and changeable external environment have hindered the development of HRIS among township enterprises in the West China.
