After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper is regarding the influence with the practical operation of land ownership imposing on the city housing in China. It reviews briefly the land ownership system of the past; analyzes the advantages & disadvantages of the system; and give the tentative countermeasures to mitigate the tension relating the residential hardship.
