Abstract :
Recently self-optimizing as a new characteristic in wireless network attracts more and more attention. Depending on the coverage area of the cell and the spatial distribution of the offered traffic it can occur that some cells in the network are more heavily loaded than their neighbours(load imbalance). In these situations it can be beneficial in terms of network accessibility and retainability to shift the traffice from the heavily loaded cell to the more lightly loaded cell. In this paper, we introduce the singular rough sets to analyze the cell load. The singular rough set has the dynamic characters. It can vary with the property set in two directions. When the cell load exceeds the threshold, the mechanism will launch a handover process which shifts the traffic from the heavily loaded cell towards the more lightly loaded cell or other RATs. From the simulation results, the proposed method can improve the network performance and minimize the human intervention compared with the traditional method.
