GIS Construction in Community Scale

Project of GIS in large scale has faced difficulties, including ill-suited administration structure; complex data collection; lack of fund and technician. The development of GIS doesn´t consist with the society and economy in China. Building it in small scale could detour to the destination. A community scale GIS is a basic application of local spatial data infrastructure. It´s easy to achieve, and by combining a series of community scale GIS. Hangzhou, an old Chinese city, has a steady communities cluster. The citizen in Hangzhou has strongly common sense of the community. All these make it possible to build a well working community GIS.
