After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Constructing and evaluating financial ecosystems will help to ensure the healthy development of socio-economic system. In this paper, taking China for example, the financial ecosystems are re-established. Based on KI principle and other 3 principles, financial ecosystems´ evaluation system is designed. Moreover, policy recommendations are put forward.
