An Evaluation Method for D&U of GIR Based on Information Resources Lifecycle

This paper mainly puts forward an evaluation method for development and utilization (D&U) of government information resources (GIR) based on the information resources lifecycle, which can be divided into six stages: planning, acquisition, processing, dissemination and utilization, storage and maintenance, and disposition and destruction. The paper defines the meaning of each stage and also the capability maturity level features of them on five levels: initial level, managed level, defined level, quantitatively managed level, and optimizing level, which are the bases of constructing indicators of evaluation system. Next, the paper presents the applied method and implemental steps of the evaluation system. Finally, some considers are given for selecting key indicators.
