Earthquake that struck the Wenchuan city in 2008 showed in detail what damage can be expected when a major earthquake strikes a city. With the rapid economic growth and the construction of numerous large urban infrastructure projects, cities in seismic zone of China are more vulnerable to earthquake. It has been proved by many earthquake events that when a large earthquake occur, emergency operation is effective in disaster relief. It is urgent for Chinese cities to improve their earthquake emergency management capabilities. This paper presents a case study on the existing earthquake emergency management system in a middle-sized city, Xiamen, China. Some achievements relating to the construction of the management system are highlighted here, while suggestions for further improvement of the existing systems are also identified.
