Abstract
A new structure of the index-predicted sector quantizer (IPVQ) is proposed for image coding. The IPVQ can exploit the correlation among inter-sectors through prediction. Compared with the general sector quantizer (GVQ), the IPVQ may obtain a higher compression ratio, while keeping the same picture quality.<>
