  • Abstract
    China low-tech industry encountered "bottle-neck" of development. Studies and observations of low-tech firms indicate that the enterprises have problems with obtaining resources for launching innovation activity. Technology innovation validity is influenced by four factors: innovation motivation, the choice of innovation strategy, innovation input, and support policy of government. According to technology innovation validity model of the enterprise, while innovation input is limited, innovation validity can be reinforced by support policy of government. The implication of low-tech strategy lies that the need to give priority to high technology has not been demonstrated. In the future, the policy towards low-tech enterprises should be oriented to increase innovation input, motivate innovation spirit of employee, choose appropriate strategy, and allow low-tech enterprises to improve innovation ability and their competitiveness in the market.
