After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper introduces the current situation of Energy Performance Contracting(EPC) in China and analyses the financing barriers ,such as the low participation of the government, the inadequate credit evaluation mechanisms ,the imperfect security system and so on, which hinder the development of ESCOs. The paper draws on the experience of the developed countries, and puts forward some suggestions for further development of EPC in China.
