This paper presented the significance of innovation fund, designed the assessment index system of the fund which is set up for High-Tech Small and medium enterprises (SMEs) development. This essay application of AHP, information entropy, and statistical methods to construct evaluation model for a relatively objective implementation effect of the Innovation Fund was provided.
