Abstract :
This paper develops the concept for a Total Quality Enterprise Model (TQEM). It is offered as a means to obtain a greater understanding of the acquisition process. It requires much thought. to produce a product which meets the customer´s needs. The Department of Defense (DoD) acquisition lifecycle is used as the time span to develop this thesis. New terms and concepts are introduced but the TQEM perspective is not a radical departure from current thinking. TQEM may be considered as a tool to stimulate further thought and concerns about the responsibilities for producing a quality product
