Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.
The presenting author of this paper has the option to appeal this decision by contacting TPII@ieee.org.
This paper first analysis the shortcoming of current design decision-making process; Then gives the definition and hierarchy structure of WLC benchmark; Third gives construction process of WLC benchmark, including Data collection and storage, WLC benchmark computing methods and the flow diagram of construction process of WLC benchmark; Forth, gives the design decision-making process based WLC benchmark method; Last analysis the advantage and existing questions of applying WLC benchmark method in design decision-making.
