Evaluation on Vulnerable Groups in Basin Initial Water Right Allocation

Based on the theories of social vulnerable groups and harmonious management, vulnerable groups in basin initial water right allocation are defined in the paper. According to their characteristics and allocation principle of initial water right, the evaluation index system of vulnerable groups is established. All the indexes weights are calculated on the basis of AHP, and the vulnerable grade is divided into four grades: "very vulnerable, vulnerable, powerful, very powerful". Based on multi-level fuzzy comprehensive evaluation model, the maximum membership degree of every index is determined and areas which are vulnerable groups are indentified.
