Abstract
To assist government authorities identify evacuation strategy shortly after the outbreak of disasters, this paper proposes a GIS based urban emergency decision support model for large-scale crowd evacuation. The architecture and function of the model is devised to meet the need of scientific decisions in emergency management, and an expert system integrated with GIS is designed for evacuation planning. By the technology of modularization with multi-layer architecture, an accurate real-time evacuation booting system is established. Experiment results show the feasibility of the proposed model to provide a novel development mode for the establishment of digital urban emergency management system.
