  • Abstract
    For scientifically assessing the level of E-government development and giving a scientific, rational, comprehensive as well as fair appraisal assessment with regard to the implementation of the E-government status, it is necessary to reasonably position the role of the E-government, upgrade the government´s projects. So it´s important to evaluate the E-government. Set pair Analysis has not been implemented in evaluation of E-government so far. This paper has analyzed the present condition of E-government evaluation, raised the principal part of evaluation for the top level, while application, planning, management of evaluation, 10 indicators such as the evaluation of the overall effect for the second, 47 third rate indicators of comprehensive evaluation index system and the allocation as well as weight ratio to the different tiers. Based on the theory of Set Pair Analysis it has set up a stereoscopic model of E-government evaluation and meanwhile a trial test of the development level of E-government has been carried out. Results have shown that it is not only highly feasible and convenient for calculation but also clear in meaning, which can play a certain role in guiding the future development of E-government.
