With a single bold stroke, the FCC has forwarded the concept of wireless consumer services and simultaneously intensified competition among service providers. That stroke was the licensing of spectrum for personal communication services (PCS). New entrants and incumbent cellular providers face the challenge of reinventing wireless services and the infrastructure to deliver them widely and inexpensively.
