Abstract :
Earthquake emergency response provides support for making judgments and decisions in order to reduce levels of casualties and economic losses during a state of emergency after the occurrence of an earthquake. In the relief activities, it is of vital importance to provide evacuees usually in panic with accurate safety information. Immediate assessments of victims, collapsed buildings, interruption of lifelines, halting transportation, fires and other collateral disasters are required for emergency response operations. This paper proposes a method of how to conduct immediate damage assessment to find the safe shelters in urban areas for earthquake emergency response through WPS. For representing the whole scenario, other OGC geospatial services, such as WFS, WMS and RS, are combined into a geospatial service chain in order to implement the application.
