Abstract :
Through analysis of the Survey of the causes of industrial clustering, the paper proposes the three stages about industrial clustering in transition of resource-based cities, and analysis specifically industrial clustering model of the three stages. The paper also points out the effect of Government in the recycling of industrial clustering in the transition and it has certain significance.
