Comprehensive evaluation method research based on matter-element analysis in fund project review

Project review is always the key link of the Science and technology fund project management. Project review is a complex work which involves many factors. The final evaluation result is always influenced directly by the definition of various evaluation indexes and the corresponding weight. This paper mainly studies the judgment of the experts´ ability and the establishment of the project evaluation index system in the peer communication review. With the actual experience of Liaoning province science and technology fund project management, the paper analyzes deeply the fund project review work, builds a evaluation index system for the fund project, takes into account the ability of the peer experts, and puts forward a comprehensive evaluation method based on the matter-element in the fund project. At last, the paper validates the practicability of the theory in the actual project.
