Abstract :
Live motion video has been transmitted over tactical Army radios such as SINCGARS. This paper describes a technology which enables this transmission. The technology is based on the fractal transform which codes an image as a set of spatial and spectral self-referential relationships. This fractal coding methodology is highly efficient and substantial data reduction occurs. The technology is capable of addressing expected communication channel induced errors and portability requirements, such as those anticipated in the 21st Century Land Warrior Program
