Abstract :
Summary form only given, as follows. Conservation and load response programs can reduce the cost of electric energy that includes congestion as well as ancillary services. The provision of price elasticity on the demand side of the equation is particularly important to ensure robust markets. ISO New England has encouraged demand responses through the provision of market signals and the filing of a load response program. This paper provides a summary of many conservation and load response issues, a methodology for determining the benefits of a demand response, a summary of the impacts of conservation and load responses for New England and a description of the load response program for the Summer 2002.
