Abstract

The paper presents an analysis of the ineffectiveness of the information and computer technologies (ICT) used by Russian enterprises. A capability based approach is proposed to improve this situation. The approach is focused on establishing a close and direct link from enterprise capabilities and values to ICT systems. The approach comprises: A set of 9 universal capabilities, which are mandatory for ICT system. Practical algorithm to transform/ concretize these capabilities into functional requirements for ICT-systems. Such requirements to be realized make ICT-systems valuable for enterprises and their stakeholders. The approach is illustrated by exemplar projects from the practice of the IBS Company where the author works.
