It is of great significance that the off-farm employment´s training increases the possibilities of off-farm employment, enhances the stability of off-farm employment, and improves the income of the rural labors. But both the quantity and quality of China´s rural labors´ participation in off-farm employment´s training is very low. This paper firstly analyzes the decision-making mechanism of off-farm employment´s training and argues that the rural labors participate in off-farm employment´s training is a two-stage decision-making process. The rural labors participate in off-farm employment´s training depends on two conditions: one is whether the economic strength to support its participation in off-farm employment´s training, the other is whether the life cycle income with training greater than the sum of the life cycle income without training and the training cost. These two conditions are indispensable. And then it analyzes the problems of off-farm employment´s training of the four parties: the rural labors, enterprises, various types of training institutions and government departments. Finally, it gives the policy advice to solve the problems of the off-farm employment´s training.
