Abstract
A considerable amount of research and electricity industries´ accident statistics indicate that the human factors, such as operators not strictly enforcing the safety order, misoperation, could lead to power system cascading outages and blackout. However, most researches only consider system related failures and neglect the impact of human factors on the operation of power systems. This paper analyzes the human errors and human reliability in power system operation firstly, and proposes a modified evaluation model to assess power system operation reliability incorporating human errors and protection system failures. Then a simple one-unit system and IEEE 9 bus system are used to test and verify the proposed model.
