Abstract
This paper studies an alternative to the Watterson (1970) model for multi-path channels. The new model is based on the introduction of random delays. This model is shown to well-represent different kinds of spectra. An application is presented in the case of backscattering from sea surface at small grazing angles of incidence. This clock change-based model allows one to well-describe the physical phenomenon
