Abstract
This paper describes a process for timely development of descriptions of Independent Research and Development projects. A review is given of new Department of Defense (DoD) requirements for electronic submission of data to the Defense Technical Information Center (DTIC). Key considerations are discussed for drafting, editing, and producing IR&D project descriptions using data base publishing software on networked personal computers, resulting in more timely and less costly electronic communication with Government reviewers. The data base can be used for reference of corporate IR&D activity as well as a source of a variety of documents for internal or customer distribution
