A focus on the environment within which aeronautical radio systems can be developed and operated

This paper presents material which is directly relevant to the majority of systems already discussed. It does not however, focus on the detailed architecture or technology aspects but instead looks at the changing radio regulatory environment within which these systems will have to compete in future. It covers the ICAO and ITU relationship, issues relevant to WARC 97, satellite communications, the HF voice digital link, VHF digital services and global navigation satellite systems
