After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper analyzes the definition of services and service economy. On this basis, the paper explores theoretical and empirical aspects about the role of services policy. The free development of the service sector does not automatically generate the best possible welfare outcomes. The welfare outcomes could be improved by the intervention of service policy. Then it examines the current situation of Hebei´s service sector. Hebei appears comparatively weak by the quality of the service sector, lagging behind some of the other provinces in China. The paper points out that services policy reform is the key to revitalizing the Hebei´s economy. The paper concludes with policy recommendations on how to improve service sectors in Hebei province.
