Abstract
At present, the E-government in our country has made considerable progress, but it also exposed many problems and contradictions. Based on the concept of E-government and abide by the principle of a concrete analysis of specific issues, Methodology of Marxist Philosophy, this paper systematically adopts the principle of starting from the environmental analysis, the principle of goals-orientation, in an attempt to build an all-dimensional development pattern including three layers and five elements to vigorously explore the practical strategy.
