Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

To develop ecosystem economy is the inevitable choice for Shenyang to achieve sustainable development and to build a harmonious society. This paper mainly discusses the foundation on Green Government of Shen Yang from building legal system, Green Government culture, Government Green purchase, environment management system, environment check and report, on the basis of learning from the foreign and domestic experience, and some concrete solutions were put forward.
