Abstract :
With the advent of knowledge economy, there is showing a series of new features in the HR Development and Management in Government such as capitalization, strategic-orientation, people-orientation and virtualization etc, in the aspects of concept, ideas, systems and supporting measures, which highlights the weak points of the HR Development and Management in Government including the lag of concept, the deficiency in system, the weakness of operation mechanism, the insufficient training and development and a lack of incentive mechanism, on the other hand demands new changes including from “people” to “human resources” in ideas, from “simplification” to “diversification” in functions, from “rule of man” to “rule of law” in method and from “political content” to “comprehensive training” in practice. In order to adapt for this trend, the HR Development and Management in Government must advance itself towards scientific, information-based, people-oriented, marketing and legalizing process.
