Abstract :
The difference of performance among Chinese provincial e-governments is very obvious, but the underlying momentums yet to be analyzed in depth. From the intuitive point of view, the e-government development may be affected by a lot of factors such as the local online demand, regional urbanization, regional economic openness, regional economic development level and the other visible or invisible constraints. Our Panel data model found that the performance of provincial government websites have the very significant individual effect, and most importantly, it reflects the characteristics of random effects. It seems that the performance of provincial government websites may not be due to the unchangeable nature such as the location, the cultural tradition etc., but may arise from other invisible or noncountable potentials such as the openness of local politics, the attitude to e-government from governors and all of which may move stochastically over time and individuals.
