Summary form only given as follows. Engineering design precedence relationships often have cycles which produce conflicts and confusion as to the order to proceed. This paper structures the flow of information exchange within the design process. We introduce the notion of structural sensitivity analysis which enriches the information content of the classical design structure matrix
