  • Abstract
    To solve the obstacle that hinders the development of R&D alliances, using frequency analysis and expert consultancy method, on the basis of balanced score card theory, this paper designs R&D alliance innovation performance evaluation index system which includes 25 index and gives the index normalization method. In addition, combining with the matter-elements-analysis method, the paper designs the concrete evaluation method of R&D alliance innovation performance, and makes simulating calculation. Through calculation, the method can not only evaluate R&D alliance innovation performance scientifically and reasonably, but also identify the key factors that affect innovation performance and provide basis for performance improvement. Therefore, there is important guiding function to enhance R&D alliance innovation performance and of great significance both in theory and practice.
