  • Abstract
    According to Confederation of British Industry, better positions in benefiting from Private Financing Initiative (PFI) projects is focusing on long term priorities such as environmental sustainability, flexibility and transparency. Hence, more projects to be procured using PFI scheme contracts to aid financing aspects during shortage of funds and going `greener´. The research statement is whether the PPP/PFI contracts would deliver sustainable green PFI projects with existence of ambiguity of sustainable contracts and poor implementations of sustainable green elements for the case in Malaysia. Objectives of this research are to identify the relationship of sustainability with PPP/PFI contracts, to explore the current contract clauses implemented for PFI MOHE projects, and at the end of this research, to recommend the fundamental contract with sustainable clauses on PFI Ministry of Higher Education (MOHE) projects monitored by Public Private Partnership Unit (UKAS) will be carried out. The research will use mixed methods research procedures by combining both qualitative and quantitative approaches. The method involves identifying the type of mixed methods strategies of inquiry, data collection and analysis approaches, the researcher´s role, and the overall structure of this research. The research outcome will facilitate the process of promoting sustainability and provide fundamental contract knowledge as a foundation for PFI Government services projects. In addition, it will aid the Government to steer Special Purpose Vehicle (SPV) in fulfilling the government conquest of going ´greener´ and more sustainable development for the Malaysian Construction Industry.
