Abstract
According to strong fluctuation theory, the Mellin transform techniques is applied to the wander effects of the collimating laser beam propagation in atmospheric turbulence on the slant path considering different height of drone and different outer-scale of turbulence. Applying the ITU-R turbulence structure constant model which is altitude dependent to calculate the wander variance. The conclusions induce the beam wander on the slant path depend on incident wave length, the height of drone, initial beam radial and turbulent outer-scale. And the effect of the atmospheric turbulence to laser beam propagation on the slant path is smaller than on the horizontal path. It is because the drone is higher; the intensity of the turbulence is weaker.
